The city has established the “Setagaya City Basic Plan,” which will be the basic guideline for administration of the city government for the 10-year period from April 2005. Five main goals have been targeted in the plan, as well as a “Lead Project,” with city residents, business organizations and the administration joining forces to work towards the goals outlined. In the future, concrete projects in the basic plan will be promoted more effectively and efficiently as we strive to realize a “fully attractive, safe and secure-feeling city-Setagaya, a place you don’t want to leave.”
The Five Main Goals and 13 Main Themes
The “main goals” that should be achieved 10 years have been set out in the basic plan. In addition, the content and direction of measures aimed at realizing the main goals are shown simply as “main themes,”classified by purpose.

“Lead Project”
The “Lead Project” is a measure associated with the most important
issues of city government for the future.
City residents and the city will join their wisdom and forces to advance
the five measures. In addition, the
projects will be advanced effectively by observing achievement levels matched
against the “achievement index” set for each project.

Exchange Promotion Project
Safe and comfortable roads will be created,
as well as a transportation environment that makes it easy for everybody to go
out. There will be environmental
development to make it easy for residents to participate in city government and
area activities and to help realize a close community with participation by
all.

Kids Project
Creating a community in which “Setagaya Kids”
have unlimited opportunities as they grow up, and parents can raise their
children with peace of mind through the preparation of a better child-raising
environment and the promotion of an education that reflects Setagaya City in
aiding the development of children together with the local areas.

Level: For the majority of city residents to think that there is a conductive

The development of a “prosperous core” where
people gather and meet. Promoting
community development that makes use of nature and the characteristic culture
and industries of Setagaya, and realizes a more attractive “Setagaya,” where
